The Pennsylvania House voted Tuesday to support a fiscally responsible state budget for the 2016-17 fiscal year. The budget plan totals $31.55 billion—nearly $2 billion less than originally proposed by Gov. Tom Wolf and does not include any broad-based tax increases. This budget also includes a historic investment in education, including $200 million in basic education funding, as well as increases for Pre-K Counts, Headstart programs and special education. Lancaster County funding priorities, including $15 million to combat the heroin epidemic, $2 million in avian flu preparation and response, and funding to provide for three additional classes of state troopers were also included in the budget. House Majority Whip Bryan Cutler (R-Lancaster) said the spending plan was the product of a broad bipartisan effort.

A bicameral group of lawmakers has released the “Taxpayers’ Framework for Pennsylvania,” a comprehensive report identifying more than $3 billion in savings and efficiencies in state government. The report, released by the Pennsylvania Taxpayer’s Caucus, also includes recommendations to address the 2016-17 budget deficit with department specific policy proposals and savings derived from recommendations from Auditor General Eugene DePasquale, Gov. Tom Wolf and legislators.
